Kogi State Ministry of Agriculture And Natural Resources Recruits for World Bank Project – The World Bank Group is helping to fight poverty and improve living standards for the people of Nigeria through  ongoing National and Regional agric  projects. Associated with these are  world bank project in Nigeria 2021- 2022, list of world bank projects in Nigeria, and world bank projects in Nigeria phase ii.
As a matter of fact, Kogi State is one of the 6 states chosen  for World Bank Agro-Processing, Productivity Enhancement And Livelihood Support Improvement Project (APPEALS). Other states are Kano, Kaduna, Kogi, Enugu, Lagos and Cross Rivers states.
Consequently, Kogi State Government, under the Ministry of Agriculture and Natural Resources Lokoja, invites applications from suitably qualified candidates for the positions below:
  • State Project Coordinator (State Project Office)
  • Procurement Officer (State Project Office)
  • Monitoring and Evaluation Officer (State Project Office)

RECRUITMENT DETAILS:

(1) State Project Coordinator (State Project Office)

Location:  Kogi
Core Function and Responsibilities for the Position
  • In this connection, the State Project Coordinator (SPC) manages the Agro Processing and takes  responsibility  for the coordination of the Project activities in the State’s Productivity Enhancement and Livelihood Support Office.

Other Specific Duties include:

  • Heading the secretariat of the State Steering Committee (SSC).
  • Being in charge of overall implementation of Projects within the State.
  • Supervises the  staff of the state office.
  • Liaising with other relevant programmes and technical departments in other State’s agric programmes,
  • He/she will also oversee the  contracting of support staff and consultants, particularly Agro-Processing Service Providers.
  • And ensure timely reporting and quality of reports to NPC/SSC

Required Qualifications and Experience:

Academic:
M.Sc, degree or equivalent in:

  • Agriculture Science
  • Agricultural Economics,
  •  Economics or other relevant discipline.
Cognate Experience:
  • Not less than 8 years post-qualification experience, including a minimum 3 years in a management position.
  • Excellent track record in the field of agriculture or rural development.
  • Good writing skills
  • computer literacy
  • Fluency in local language is a major advantage.

(2) Procurement Officer (State Project Office)

Location: Kogi

Core  Function and Responsibilities for the Position

  • Working under the supervision of the State Project Coordinator, the incumbent will coordinate the procurement of all goods, works and services financed under the project.
Other Specific Duties include:
  • Articulates and Prepare procurement plans for implementation of the project.
  • Preparing of  Bidding documents.
  • He/she shall also be responsible for day-to-day procurement activities as contained in the PIM.
  • Keeps and updates  the procurement manual/data base.
  • Initiate  and organising procurement and training workshops.
  • He or she takes up any other duties as may be assigned by the State Project Coordinator.

Required Qualifications and Experience:

  • A first degree or HND in
  • Engineering,
  • Purchasing and Supply,
  • Administration or
  • Other relevant qualification.
  • Higher degree will be an added advantage.
  • Not less than 5 years of post-qualification experience in procurement for developmental projects.
Skills and  Social Competences:
  • Good leadership style
  • Conflict resolution
  • Good team player
  • Therefore, must Demonstrate competence in procurement under externally assisted projects with specific experience in IDA/Donor funded agency.
  • Ability to communicate and write effectively and Computer literacy.

(3) Monitoring and Evaluation Officer (State Project Office)

Location: Kogi
Core  Function and Responsibilities for the Position
  • Under the supervision of the State Project Coordinator,
  • He/she  will be responsible for generation of project specific information on progress, processes and performance.
  • Will Analyse the data generated at various levels to track progress, process quality and project sustainability.
  • He/she will also document and disseminate feedback and key lessons learnt to relevant users and stakeholders.
Other Specific Duties Include:
  • The  monitoring and evaluation of results and impact of the project
  • To track performance indicators and develop operational arrangements Collecting, analyzing. and reporting project data feeding into the result framework
  • He/she should be able to develop Management Information System (MIS) for the project.
  • And conduct impact evaluation and beneficiary assessments regularly.
  • Produce and disseminate periodic progress reports.
  • Undertake relevant surveys as may be required.
  • Able to assist the State Project Coordinator in the preparation of Work plan and Budget.
  • Ability to initiate Project M&E workshops and training for Project Officers.
  • Undertake any other duties as may be assigned by the State Project Coordinator.
Required Qualifications and Experience:
Masters’ degree in:
  • Agricultural Economics,
  • Economics,
  • Statistics,
  • Agricultural Extension or
  • other relevant degree.
PhD’s degree is an added advantage
Experiences:
  • Not less than 5 years of post-qualification experience in Planning. Monitoring and Evaluation of developmental projects
  • Excellent knowledge of statistics and research methodology including skills in sampling techniques and use of computer software for statistical and other relevant applications;
  • Ability to undertake regular field visits and interact with different stakeholders;
  • Demonstrated ability in report writing and presentation
