Job Background:

Within the Research Division, Petroleum Studies Department provides pertinent, reliable information and analyses in support of decision-making and policy-making in Member Countries. Therefore, it carries out research programs and studies on short-term petroleum market developments with  aim of issuing reports on  regular, as well as ad-hoc basis, highlighting important issues for  use and consideration. Furthermore, it conducts regular forecasts, elaborates, analyses oil market scenarios, prepares and publishes reports on these findings.  Consequently, it promotes OPEC’s views and technical analysis on short-term oil market developments to the industry at large and  general public via the OPEC Monthly Oil Market Report, as well as other reports, presentations and related pod casts.  In addition, it prepares and contributes to reports to be submitted to Economic Commission Board, Board of Governors, etc., as well as papers for various OPEC publications. The Petroleum Trade & Transport Analyst should fit in here.

Objective of Position:

To study, analyse pertinent dimensions of international and regional trade in crude oil and oil products and to assess short term impact of movements of freight rates, consequently, monitor and analyse developments in oil transportation; therefrom  prepare consolidated reports thereon to the Governing Bodies.

1. Studies, analyses volumes, structures of international and regional trade flows in crude and products.
2. Studies and analyses impact of movements of freight rates.
3. Analyses  spot ship fixtures.
4. Follows up  impact of interregional trade movement on freight rate.
5. Studies regional crude oil sailing and its impact on freight rates.
6. Analyses fleet developments in terms of new deliveries, demolition and fleet age.
7. Follows developments and prospective of pipeline capacities.
8. Follows and assesses short-term developments in  international petroleum industry.
9. Assesses impact of emerging policies and regulations for environmental protection in various regions on fleet developments and freight rates.
10. Carries out any other tasks assigned by  relevant superiors as pertain to his/her background, qualifications and position.

Required Competencies and Qualifications:

Education:

• University degree in Economics or Energy related fields
• Advanced degree preferred

Work Experience:

• University degree: 8 years
• Advanced degree: 6 years

Training Specializations:

Status and Benefits:

Members of the Secretariat re international employees whose responsibilities re not national but exclusively international. In carrying out their functions they have to demonstrate personal qualities expected of international employees such as integrity, independence and impartiality.

The post is at grade E reporting to  Head of Petroleum Studies Department. The compensation package, including expatriate benefits, is commensurate with level of the post.
