Supply Chain Management Manager (SCM)  CRS Recruiting –  SCM Manager will provide direct technical coordination & oversight of  routine supply chain management activities of health products that will be handled by Management Sciences for Health (MSH) in 13 states of implementation and ensure compliance with Global Fund requirements Therefore, this includes coordinating and strengthening of linkages with organizations involved in SCM activities in 13 states.

Project Background

  • CRS is  principal recipient (PR) on  Malaria grants in 2017 and will continue to assume the role of  PR for  Global Fund Malaria grant in 2018 to 2020. As PR, CRS will partner with  National Malaria Elimination Program (NMEP), various state governments and malaria partners and stakeholders to oversee  implementation of malaria grant in 13 states, including mass campaign in Ogun and Gombe states, and also oversee 3 SRs who will support a range of malaria treatment and prevention services at  state level
  • CRS seeks  individual with experience in procurement and supply chain management of health products to fill  position of SCM Manager.

Specific Job Responsibilities

Coordination & Oversight:

  • Build and maintain productive relationships with three SRs; Malaria Consortium (MC), Society for Family Health (SFH), and Management Sciences for Health (MSH), State authorities, including State Ministry of Health (SMoH), Logistics Management Coordination Unit (LMCU), Federal & State Medical Stores, as well as technical and financial partners involved in  supply chain for 13 malaria priority states
  • Lead  overall quality assurance of SCM activities in 13 malaria priority states to ensure SCM activities implementation is fit for purpose – this include first level review and sign off on quarterly SCM Detailed Implementation Plan (DIP), and reports such as those of MSVs, states PSM review meetings and stock status reports

Forecasting and Supply Planning:

  • Lead  coordination and sharing of information on supply plans, including upcoming shipments from CRS, to ensure there re no stock outs or expiries in the 13 malaria priority states
  • Participate in central forecasts and quantifications meetings and ensures commodities needs of the 13 states re met

Human Resources:

  • Work with NPSCMP/NSCIP in  performance monitoring and appraisal of states LMCUs in 13 malaria priority states and participate in National LMCU task team activities as it relates to strengthening of LMCUs
  • Conduct regular monitoring and performance review of Management Sciences for Health (MSH)

Monitoring and Reporting:

  • Be responsible for providing oversight on SCM risk management framework for 13 malaria priority states
  • Be responsible for identifying and documenting of SCM lessons learnt for purpose of quality improvement of grant implementation for 13 malaria priority states

Qualifications and Skills:

  • To start with, Bachelor’s Degree in any of the following or related areas Pharmacy, Business Administration, Supply Chain Management with demonstrated expertise in management of health products. Master’s Degree in related field will be added advantage.
  • At leasr 5 years of experience in managing or providing technical support to procurement and supply chain management of health products, and
  • Demonstrated experience in supply chain strengthening activities, therefore, with
  • Proven experience working closely with State Ministries of Health
  • In addition, Prior experience with Global Fund projects, preferably Malaria programs, and
  • Therefore, with familiarity with local logistical operations in country such as distribution, inventory management and warehousing operations

  • In addition, proven leadership and inter-personal skills and ability to build and motivate diverse and talented teams, with
  • Strong skills, initiative, and motivation, with  commitment to work in groups, and
  • Public relations skills and ability to work well both within team and independently
  • Therefore, possess excellent problem solving and decision-making skills.
  • Again, flexible adaptable and ability to multitask, is essential, with
  • Ability to manage time effectively ensure timely and accurate completion of assigned tasks.
  • Not only that, professional proficiency in English oral and written communication skills
  • Proficiency in Microsoft Office – Word, Excel, PowerPoint, and Outlook
  • In addition, with willingness and ability to travel in-country (sometimes on short notice) up to 50% of the time.

  • Firstly; Internal: Global Fund Malaria Program Team, Deputy Country Representative, Country Representative, Finance, Procurement and Administration Staff, Regional and Senior Technical Advisors, Global SCM/PSM specialists’ Community of Practice
  • Secondly, External: MSH, SFH, MC, SMoH, National Malaria Elimination Program (NMEP) within Federal Ministry of Health (FMoH), Third Party Logistics Providers, Central Medical Store, National Products Supply Chain Management Program (NPSCMP)/National Supply Chain Integration Project (NSCIP), NSCIP’s Capacity Building Service Providers, National Agency for Food and Drugs Administration and Control (NAFDAC), Technical and Financial Partners involved in Supply Chain Strengthening. GF and LFA staff.
