(A) Conditions to be satisfied are –
a. An officer due for promotion must have MATURED on that position to be promoted to the next level. That means he must have spent the maximum number of years he should spend on a position before being promoted. These times are:
Grade levels 01 to 06 2 years
Grade levels 07 to 14 3 years
Grade levels 15 to 17 4 years
b. Three year Annual Performance Evaluation Report (APER Form) must be presented.
c. Must attend the promotion exam.
(B) The criteria for promotion is that;
i. Promotion is made on basis of competitive merit amongst the eligible candidates.
ii Merit shall be viewed in relation to APER, ability in lower level and potential for to do well in the higher level if promoted.
iii. Candidate of equal promotional potentials shall be considered in favour of seniority and previous records of performance.
Iv Personal conducts ( personal skills and competencies) will also be considered
(C) On the procedure for promotion
a. Compilation of eligible candidates – considering job requirement, vacancy and set of criteria set by the office of the head of service. These include – qualification, experience, age, training, performance etc.
b. The Junior or Senior staff committee shall meet to interview and consider the qualified candidates.
c. Promotions along the junior cadre are to filled by the permanent secretary/head of extra-ministerial department on the recommendation of the junior staff committee.
